Ms. Billie Jo Benjamin serves as the Chief of Staff at the U.S. Army Aberdeen Test Center on Aberdeen Proving Ground, in Aberdeen, Maryland.  She supports strategic planning and execution of command resources and guides day-to-day operations as an oversight authority across command support areas, ensuring fiscal compliance and accountability.

Ms. Benjamin joined ATC in November 2020 as the S8/Resource Manager, directing and overseeing a ~$100 million internal operating budget and over $200 million in customer reimbursable orders, ensuring rigorous compliance with statutory legislation, dynamic audit readiness requirements, and NDAA policies for Major Range and Test Facility Base (MRTFB) activities. She became the ATC Chief of Staff in August 2023.

Before joining ATC, Ms. Benjamin served as the principal financial advisor at the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), U.S. Army Medical Research and Development Command, U.S. Army Medical Command, and Army Futures Command. Her leadership ensured the effective execution of funding while driving strategic business process improvements, manpower accountability, and technology transfer programs.

She also served as the Acquisition Management Liaison Officer – an essential role for effective collaboration and project execution between stakeholders. She managed complex contracts, prepared comprehensive acquisition plans, and facilitated the integration of modernized accounting systems such as the General Fund Enterprise Business System (GFEBS).

Ms. Benjamin studied Business Management at the University of Maryland, University College and has completed extensive Department of the Army leadership and resource management training. She holds the Certified Defense Financial Manager credential and the Acquisition Specialty; demonstrating her broad-spectrum proficiency in military comptrollership and financial management. Her exceptional service has been recognized with numerous prestigious awards, including the Order of Military Medical Merit, the Department of the Army Superior Civilian Service Award, and multiple Commander’s Awards for Civilian Service, reflecting her sustained commitment to operational excellence and military readiness.
