COL David L. Taylor


Colonel David L. Taylor was commissioned from Stephen F. Austin State University ROTC program in December 1998 as a second lieutenant in the US Army Air Defense Artillery Branch. Upon completion of the Air Defense Basic Course at Fort Bliss TX, COL Taylor was assigned as an Air Defense Officer- 2nd Infantry Division, Republic of Korea serving as an Avenger Platoon Leader. COL Taylor’s operational assignments include Battery EO- 4th Infantry Division Fort Hood, TX and Commander- Bradley Stinger Fighting Vehicle Battery, 2nd Brigade 2nd Infantry Division, Republic of Korea & Fort Lewis WA. COL Taylor’s acquisition career began in 2007 at Fort Campbell’s Directorate of Contracting (DOC), supporting 160th SOAR/10th Special Forces Group and was deployed to Guantanamo Bay Cuba in support of JTF GITMO. In 2009 COL Taylor was assigned to the 413th Contract Support Brigade (CSB) Fort Shafter, HI. where he served as a Procurement Analyst, Brigade Operations Officer in support of US Army Pacific as a Contingency Contracting Officer. In 2012, COL Taylor was assigned to HQ’s Expeditionary Contracting Command (ECC), Redstone Arsenal, AL. Colonel Taylor’s previous Commands include MICC- Fort Johnson 2017 to 2020, Range Director- Ronald Reagan Test Site, and Director- Air & Missile Defense Test Directorate, Fort Bliss TX. COL Taylor is a graduate of the US Army Command and General Staff College, the Field Artillery Captain’s Career Course, Air Defense Officer Basic Course, and the Combined Arms Services Staff School (CAS3). COL Taylor is a member of the US Army Acquisition Corps and is certified at Level III in contracting.

COL Taylor assumed Command of the Electronic Proving Ground in June of 2025.

Deputy Commander

LTC Philip Cerami

Lieutenant Colonel (LTC) Philip L. Cerami Jr. is a native to Sierra Vista, Arizona and was commissioned into the U.S. Army Infantry in 2007. LTC Cerami has served in a variety of operational units as an Infantry Officer, including Platoon leader- 1stBattalion, 508th Parachute Infantry Regiment, Liaison Officer- Kandahar, Rifle Company EO, and Headquarters Company EO. Further, he served as the Squadron Assistant Operations Officer out of Fort Bliss, and Commanded Apache Troop in 1stSquadron, 1stCavalry Regiment. LTC Cerami’s military education includes the Infantry Officer’s Basic Course, Maneuver Captain’s Career Course, Command and General Staff College, Ranger School, and Airborne School. LTC Cerami was accessed into the Army Acquisition Corps in 2015, where his first assignment was the 919th Contracting Battalion at Fort Bliss, Texas as the 637th Contingency Contracting Team Leader. He deployed with the 637th to Taji, Iraq in 2017. After completing AICC, he was assigned to the 918th Contracting Battalion at Fort Carson, Colorado. He deployed in support of USFOR-A and the 918th Contracting Battalion to Bagram Airfield, Afghanistan, then finished his assignment as the Operations Officer for the 918thCBN. He was assigned to Fort Huachuca as a Project Manager for various Network Modernization efforts in Korea and as the Executive Officer for the Information Systems Engineering Command.

LTC Cerami is currently the Deputy Commander for the Electronic Proving Ground.

Carolina Langham


Ms. Langham is a native to Arizona and has dedicated her career to supporting public sector organizations and defense contractors through software engineering, systems integration, and technical leadership. She began her Government Civilian service in 2021, bringing over eight years of supervisory experience leading multi-disciplinary engineering teams in highly technical environments. Throughout her career, she has consistently balanced hands-on software development with organizational leadership responsibilities.
Ms. Langham holds a Bachelor of Science in Mathematics and Computer Science from the University of Arizona and is deeply passionate about the development of efficient, scalable processes and procedures through data analysis. She plays a key role in the management of complex developmental test programs, driving infrastructure modernization, and aligning technical capabilities with evolving mission requirements. Known for her analytical mindset and structured approach to problem-solving, she strives to enhance and improve interoperability and test planning rigor, fostering cross-organizational collaboration across the Army test enterprise.

Ms. Langham assumed the role of Technical Director for Electronic Proving Ground in 2025.
