Nestled in the high desert of southern Arizona, where the Huachuca Mountains form a natural cradle of electromagnetic silence, lies the U.S. Army Electronic Proving Ground (EPG). For seventy years, this unique expanse of earth and sky has been the crucible where the Department of War’s most vital communication and electronic warfare technologies are forged. Looking back at the history of EPG is to witness the evolution of the modern warfighter’s ability to see, hear, and dominate the battlefield.

The Inception (1954)

The story of the modern EPG begins at a pivotal moment in global history. Following the Korean War, Fort Huachuca was facing an uncertain future until February 1, 1954. Under the visionary leadership of Col. Earl F. Cook and Gen. Emil Lenzner, the fort was reactivated with a bold new mission: pioneer the testing of combat-ready communications and electronics. This inception not only saved Fort Huachuca but fundamentally transformed its identity. It laid the cornerstone for what would become an enduring, high-tech hub dedicated to ensuring our forces never enter a fight without the best technical advantages imaginable.

Cold War & Early Aviation (Late 1950s–1960s)

As the Cold War escalated, so did the necessity for advanced tactical intelligence. During the late 1950s and into the 1960s, EPG became a playground of innovation. Long before the term “drone” became part of the daily lexicon, EPG engineers and test officers were launching “pilotless planes” into the Arizona sky. These early unmanned aircraft, carrying heavy photographic reconnaissance gear, represented a profound leap in tactical surveillance. The rugged testing of early combat signal equipment during this era laid the foundational doctrine for how modern forces conduct battlefield electronic surveillance today.

Joint Interoperability & Integration (1970s–1990s)

As technology rapidly advanced, EPG matured from testing individual radios and cameras to evaluating complex, interconnected webs of technology. The 1970s through the 1990s marked the era of Joint Interoperability & Integration. During this period, the proving ground seamlessly coexisted with and supported the arrival of major signal and intelligence commands at Fort Huachuca. EPG solidified its reputation as an indispensable defense acquisition asset, proving that testing a “system of systems” was the only way to guarantee that varied technologies would function together flawlessly in the chaos of combat.

Modern Cyber & Digital Warfare (2000s–Present)

Today, the EPG stands as a premier Major Range and Test Facility Base (MRTFB) Activity, perfectly adapted for the era of Modern Cyber and Digital Warfare. Utilizing the sprawling Buffalo Soldier Electronic Test Range—2,500 square miles of electromagnetically quiet, high-altitude terrain—ATEC can conduct full-power jamming and electronic warfare (EW) testing without interfering with civilian infrastructure. Backed by their custom Phoenix Architecture, EPG rigorously tests everything from Assured Positioning, Navigation, and Timing (APNT) systems to software-defined radios and advanced C5ISR networks.

It is a place of profound legacy and relentless future-focus; a pristine testing environment where ATEC ensures that when our warfighters call for support, coordinate a strike, or navigate hostile terrain, their equipment works the first time, every time.

The Electronic Proving Ground (EPG) began as a Signal Corps activity. The name was derived from the mission – to test, prove, explore, and evaluate systems and devices utilizing the electron – a simple descriptive name embracing its primary function as the Army’s proving ground for testing and evaluating communications-electronics equipment and systems. The first crest design encompassed a globe with a signal through the center and electrons circling the globe, which was superimposed on the Signal Corps crest of crossed flags and a torch.

Between 1954 and 1958, an EPG organization known as the Signal Corps Orientation Team (SCOT) toured the country to introduce Fort Huachuca as a testing resource. With its ideal climate and interference-free environment, EPG was pitched as a unique commodity for conducting communications-electronics equipment and systems tests, and the SCOT team used the 1954 crest on its journey throughout CONUS. During this time, efforts were made to acquire the crest for official use by EPG.

The basic design of the crest embodies the globe with its land and water masses, yellow lightning bolt typifying signal communications, and orange electrons circling the globe which depict the magnitude of EPG’s role of testing and evaluating communications-electronics equipment and systems in support of our forces around the world. This basic design was placed upon an innovative shield of pale gray to complete the dignity of the crest. ‘USAEPG’ was lettered on the shield to insure its identity.

Throughout its existence, the EPG crest has become a distinctive symbol and recognizable crest, symbolizing the vital role that EPG plays in the defense posture of our nation.
