The G1 provides human resources support, facilitating warfighter‑informed testing and evaluation through HR plans, policies, and programs supporting leaders, Soldiers, and Civilians of the command.

The Military Personnel Division performs all personnel management functions concerning military personnel within the Operational Evaluation Command (OEC).  This division process all awards, evaluations, and in/out processing for assigned personnel.  It provides staff guidance on all officer and enlisted assignment actions.  This division provides quality customer service to the OEC Team.

The Civilian Personnel Division (CPD) is the command’s center for all civilian personnel actions.  This division advises and assists managers and employees in all aspects of civilian personnel management. CPD is the liaison office, facilitating communication and coordination between managers and the Civilian Human Resources Service Centers (CHRSC). OEC command policies for civilian personnel are developed and implemented by this division, working in conjunction with all servicing CHRSCs, and Labor Management and Employee Relations Offices. Civilian employees’ direct resource for benefits will be the Army Benefits Center-Civilians (ABC-C).
