Mission Statement
The mission of the Digital Technology & Analytics Directorate (DTAD) is to accelerate Army transformation by enabling data-driven test & evaluation through the strategic development and integration of enterprise analytics, digital and systems engineering, and centralized technology governance.
Who We Are
The Digital Technology & Analytics Directorate (DTAD) is a core directorate within the United States Army Operational Evaluation Command (OEC). Our team is a highly specialized blend of military personnel, defense civilians, and technical experts dedicated to modernizing the Army’s evaluation lifecycle.
Our directorate brings together distinct capabilities across four primary divisions and a dedicated innovation cell:
- Data Operations: Manages enterprise cloud infrastructure, data mesh integration, and secure data pipeline support to ensure seamless data accessibility.
- Analytics and AI: Maximizes advanced AI/ML capabilities, analytical tools, and statistical frameworks to evaluate complex systems.
- Operational Environment: Specializes in live, virtual, and constructive (LVC) environments, modeling and simulation (M&S) planning, and digital ecosystem implementation.
- Engineering Solutions: Provides direct, hands-on tactical support, digital engineering practices, and systems engineering expertise across the acquisition community footprint.
- Innovation Cell: Focuses on future technical capabilities, emerging technology integration, and strategic modernization planning.
What We Do
DTAD is responsible for building and governing the digital architecture that powers modern operational testing and evaluation. We transform massive, fragmented data streams into unified, accessible data assets to support rapid-cycle learning and modernization.
Our core responsibilities include:
- Enterprise Cloud Governance: Managing secure data infrastructure to deliver enterprise-wide data pipeline and database support.
- Advanced Analytics Integration: Developing and deploying cutting-edge analytical tools and statistical frameworks to evaluate complex weapon and software systems.
- Synthetic Environments: Designing and controlling robust LVC environments and modeling frameworks to test capabilities against realistic modern threats.
- Stakeholder Synchronization: Providing direct systems engineering and digital ecosystem support to ensure seamless coordination across the acquisition community.
Why Do We Do It
To match the pace of modern technological advancement, Army transformation requires rapid, unambiguous, and data-driven insights. Traditional, siloed evaluation methods cannot scale to meet the complexities of multi-domain operations. We deliver centralized technology governance and advanced analytics so that senior leaders have immediate decision superiority, ensuring that the systems placed in the hands of our Soldiers are lethal, survivable, and technologically dominant.
How We Do It
We achieve our mission through a proactive, collaborative approach that breaks down data silos across the acquisition enterprise. By engaging early with stakeholders across the acquisition community, we seamlessly inject advanced digital engineering and cloud data practices into the continuous evaluation process.
- Collect & Streamline (Data Operations): We establish a secure, unified cloud architecture that standardizes data pipelines from the point of collection.
- Model & Simulate (Operational Environment): We build realistic, high-fidelity synthetic and digital environments to test capabilities safely, repeatedly, and at scale.
- Analyze & Innovate (Analytics, AI, & Innovation Cell): We leverage advanced data models and statistical analytics to parse complex test data, while continuously tracking future technology curves.
- Deliver Solutions (Engineering Solutions): We translate raw test data into structured, actionable insights and digital engineering solutions. We proactively align these advanced practices with the 6 Program Acquisition Executives (PAEs) and 13 Capability Program Executives (CPEs) across our support footprint to ensure rapid deployment of elite technologies.
